Franz Xavier Winterhalter (1805-1873)

Winterhalter was one of the greatest portrait painters of the 19th century. He was a particular favorite of Queen Victoria (for whom he did at least 120 works) and was also official court portraitist for Louis-Philippe, Napoleon III, and the Empress Eugenie. If you are interested in learning more about him, I highly recommend Franz Xavier Winterhalter and the Courts of Europe 1830-1870 by Richard Ormond and Carol Blackett-Ord (1988).
